Key findings following the application of the Pilot e-GPO System

The model was created with the objective of measuring the following two main areas: legal/institutional aspects; and the technological functionalities of the system. Both focus areas are divided into sub-groups and then into unique variables, which are measured according to four levels of maturity.
The RICG supported the application of the model and the development of a tool that allows receiving responses directly from countries through the Web.
The main findings following the first application of the model were:
- Countries that applied the model are: Antigua and Barbuda, Bolivia, Colombia, Ecuador, El Salvador, Guatemala, Grenada, Haiti, Honduras, Jamaica, México, Nicaragua and Dominican Republic.
- Countries with highest evaluation ranking: Mexico (2,7), followed by Ecuador (2,6). Ecuador stands out thanks to their progress on advancements in regulations and electronic procurement systems trough Reverse Auctions.
- Surprising and significant progress was indentified in Haiti, Dominican Republic, which only recently started to make use of government procurement portals.
- With the exception of Jamaica, Grenada and Antigua; the countries mentioned above scored 2 points in basic functionalities. This confirms that they manage interactive portals and no longer rely on information boards.
